Larry Larsen, of Counsel
Larry Larsen handles the firm’s litigation practice, representing clients at both the trial and Appellate Court levels. Licensed to practice before all State Courts of California, the United States District Court for the Eastern and Northern Districts of California, the Ninth Circuit Court of Appeals, and the U.S. Supreme Court, he has been affiliated with Thatch & Hooper, LLP, formerly the Law Offices of Gregory D. Thatch, since 1979.
In the area of land use, Mr. Larsen has been involved in major litigation concerning the California Environmental Quality Act (CEQA), the initiative and referendum rights of the electorate, development agreements, Subdivision Map Act compliance and developer fees. Matters of note include the successful defense of litigation concerning the Natomas Basin Habitat Conservation Plan in State and Federal Court, the Rio Linda / Elverta Community Plan, and challenges concerning development of the County of Sacramento Primary Care Center.
In addition to litigation, Mr. Larsen provides counsel to public agency clients in all aspects of public agency law, including employment and personnel matters, contract matters, federal government funding procurement, and guidance and counseling under the Fair Political Practices Act and the Brown Act.
Mr. Larsen has served as a member of the Sacramento County Superior Court Judicial Arbitration Panel. He is also an active member of the California Building Industry Association’s Select Conference on Industry Litigation.
A native of Concord, California, Mr. Larsen graduated from California State University, Chico before earning his Juris Doctorate degree from McGeorge School of Law in 1979. He is a member of the Trainor Society, the scholastic honor organization for academic excellence at McGeorge, and was a Legislative Review staff writer for the 1977 Pacific Law Journal, responsible for reviews in the areas of employment and environmental law.
