Leticia M. Ramirez, Attorney
Leticia M. Ramirez advises clients on land use, real estate, and environmental law matters. Ms. Ramirez guides clients through the planning, development, and entitlement process with expertise and collaboration.
Ms. Ramirez joins Thatch & Hooper LLP with extensive experience serving as a legal and policy advisor to elected and appointed local officials and advising public agencies on processing land use entitlements for a range of complex projects, negotiating development agreements, drafting and implementing land use ballot measures, and complying with the Subdivision Map Act, the California Environmental Quality Act, the Mitigation Fee Act (“AB 1600”), the Mello-Roos Act, Cortese-Knox-Hertzberg, and State Planning and Zoning laws, including housing laws.
She was most recently the General Counsel for California’s first fully online, statewide California community college. Ms. Ramirez held various legal roles with the City of Tracy and was appointed City Attorney in 2019. Her experience at Tracy, one of California’s fastest-growing cities, nurtured a passion for land use and being a part of building community and a sense of place. Ms. Ramirez also served as a Deputy County Counsel for Sacramento County. Before her work as in-house counsel, Ms. Ramirez worked with a private law firm advising cities and special districts on all aspects of municipal/public law in Sacramento, San Joaquin, Stanislaus, and Merced counties.
After graduating from UCLA School of Law in 2012, Ms. Ramirez clerked for a federal magistrate judge in the U.S. District Court, Southern District of Texas. Ms. Ramirez graduated from Stanford University with a B.A. in History. She resides in Sacramento with her husband, enjoys spending time with her nieces and nephews, and exploring Northern California.
